Honorary Member - Donald Bishop

With sadness, we report the death in August of honorary member, Donald Bishop CBE, MC, C.Eng, MICE, ARCS, FCOB, Hon FRIAS, Hon FICW (aged 93). Donald was a QS and civil engineer, and worked at the BRE in its very early days, becoming the Professor of Building at the Bartlett in the 1970s. In the mid 1980s he was one of those behind the formation of what became the Construction Industry Council, and thereafter he worked tirelessly on numerous policy issues. In particular he chaired the ‘building team' part of the DTI Review of Professional Liability published in 1989 (the Likierman Report, which set the agenda for future reform and attempts at reform); as part of the Latham Review, he was a member of Working Group 10 looking into Liability; he chaired CIC's Liability Task Force from its inception until 2001, which entailed reviews of arbitration, third party rights, time limitation and joint and several liability; he also chaired CIC's Health and Safety Committee from inception until the publication of the CDM Regulations in 1995.
