A paper based on a talk given to a meeting of the Society of Construction
Law and the Society of Chartered Surveyors in Cork on 14th May 2001.

In the context of disclosure by public bodies of tenders received, the
author considers in some detail at the five main elements of the Act:
right of access to records; obligation on public bodies to publish information
relating to their activities; right to have incorrect personal information
amended; right to reasons for administrative decisions; and enforcement.
